Deputy Head of Service – Street Services

There is now an exciting opportunity for a Deputy Head of Service to join our Street Services team. We are looking for a professional who can act as the strategic lead for the council’s waste, street cleansing and enviro-crime enforcement functions.  You will provide service development, financial and contract management as well as administrative support to the refuse and recycling collection services (including trade waste), gully cleansing, street cleansing, waste disposal and enviro-crime services. 

You will be responsible for the planning, co-ordination and management of office staff across the range of different activities.  The role will also include the management of staff across the operational side of the Service, including the application of formal HR procedures.  You will focus on improving service delivery through digitalising and mechanising operational activities and will ensure seamless service provision and integration with the newly created Fleet and Waste Strategy team.

You will manage a multi-disciplinary back-office team including contracts, finance, IT, administration and engagement and will be instrumental in the successful implementation of a new environmental management system to provide more streamlined and efficient process from ordering to actioning jobs raised by residents. You will be responsible for developing and implementing internal and external communications strategies across the service to ensure key objectives and priorities are delivered to both residents and our 408 strong in-house workforce.

You will ensure we work in collaboration and partnership with other Council departments, external partners and other organisations within the Borough as well as across the country as necessary.

You will have excellent people skills with a proven track record of effective people management, managing budgets and a variety of contracts associated with the public realm, including waste disposal, weed spraying and public conveniences.  

You will be working in a busy operational environment where circumstances and priorities constantly change.  The services operate between 5.30am – 8.00pm and whilst you will work a 35 hour week, flexibility is essential as you will sometimes be required to work early, or late, depending on the service needs. 

You must have a full driving licence.
